I would say the 18th street boat launch in the south side, or Newport marina on the north side off of beaver avenue (small fee). It also depends when you want to go because I think south side can get pretty busy, although its a nicer launch than Newport.
South side is really convenient and easy. It gets busy, but things normally flow pretty well (Just ignore my recent thread with all the ranting!). I haven't tried Sharpsburg or Newport.
Be careful if you use Sharpsburg ramp at 13th street. There is a drop off there & you may not be able to get your trailer out if you have a fairly large boat. It is fine for boats around 20 feet+-
I have a 27' with tri-ax. I'm looking for a launch near downtown too. i don't mind a lock away. i need to leave truck and trailer for a few days. sugestions for ramp and marina for transients are appriciated. thanks
call around for transient space... check out the business listings page for a list of all the marinas in the city pool - you can search them with the intereactive map. If possible - report back on who has space.

If you launch at hamar..... Be very careful (shallow) use the left side if looking at the river and trim at least 1/2 way up or your be replacing props. I launch there every weekend, never had my truck messed with but there are MANY $^$%# ignorant people on that ramp. But usually don't retrieve my boat until 2am or so.
I also have a 2 wheel drive, 26' dual axle boat with 2'+ draft never had a problem
Seen triple axle trailers there as well.
+ There is Tons of parking
+ No wake zone
- No night lighting on ramp
