Kayak tubing

I have pulled my friend on a tube with my kayak before. He didn't want to buy his own kak, and he has a nice tube so we tied it up to my kak and launch in at North Shore. It was a really fun day just chilling out on the river, but is this legal?

I would guess yes if both of you were wearing life jackets. But if you are really worried call the Fish and Boat Commission and ask them.

okay thanks for the reply, Grantz. I was wearing my life jacket but he wasn't because he didn't have one. opps! I told him to buy one for next time we head out, which I think is tomorrow.
