Navigation Notice No. 11-40
Glenwillard Boat Club, Rowing Races
Ohio River, Mile 14.1 to 16.8
1. TO ALL WHOM IT MAY CONCERN: The Glenwillard Boat Club will be hosting rowing races on the Ohio River between the Ambridge Bridge, Mile 16.8 and Dashields’ Down Stream Arrival Point, Mile 14.2 (These points will be used as a markers only- rowers will move around barges stopped at Arrival Point as needed). There will be as many as 25 boats out on the Ohio River at once and races are scheduled 20 minutes apart. The races will be taking place between 8:00 AM and 12:00 noon, on Saturday, October 29 2011.

2. There will be safety boats on the river which will hold the start of a race for navigation traffic. Vessels navigating through this area can contact Midge McPhail by Marine Radio, Channel 13 or Cell phone, 614-216-8024 for river status.

L/D 3, Monongahela River, Mile 23.8
Land Chamber and River Chamber Shutdowns to Replace Hydraulic Pipe
1. TO ALL WHOM IT MAY CONCERN: Notice is given that the U.S. Army Corps of Engineers will replace hydraulic pipe that control the operating machinery for both the land and river lock chambers at L/D 3, Monongahela River, Mile 23.8. Work is scheduled from November 7-23, 2011. The River Chamber will be closed for the entire work period and there will also be numerous 16-hour closures of the Land Chamber. The Land Chamber closures will be from 8:00 A.M to 12:00 midnight on the following dates:
November 8, 9, 10, 14, 15, 16, 17, 18, 21, and 22.

2. No traffic will pass through the 56’x 360’ river lock chamber during the work period November 7-23, 2011. No traffic will pass through the 56’ x 720’ land lock chamber during the 16-hour shutdowns dates indicated above. There will be times during the scheduled 16-hour closures that the repair efforts will not require the land lock chamber to be closed. Vessels should contract Lock 3, Monongahela by marine radio or phone 412-384-4532 to get the operational status.

3. Severe deterioration of the hydraulic pipe that controls the operating machinery has made it necessary to schedule this work.

Pipe Insulation Work on the Union Railroad Bridge
at Monongahela River, Mile 9.2
1. TO ALL WHOM IT MAY CONCERN: Notice is given that Almega Corporation a contractor for Columbia Gas of Pennsylvania will be doing pipe insulation work on the Union Railroad Bridge at Monongahela River, Mile 9.2. The work is scheduled from October 31, 2011 to approximately November 14, 2011.

2. The contractor will be using a man lift mounted on Industry Terminal and Salvage (ITS) Derrick 1. The Derrick will be tendered by the M/V Okan and monitoring Marine Channel 8.

Removal of Small Boat Warning Signs and Buoys
Allegheny, Monongahela, and Ohio Rivers
1. TO ALL WHOM IT MAY CONCERN: Notice is given that effective the week of October 31, 2011 small boat warning signs and pillar buoys at all navigation dams will be removed from the Allegheny, Monongahela, and Ohio Rivers in this District in advance of the ice and high water season.

2. Boaters are cautioned that they must approach the locks, especially when proceeding downstream, with extra care. Boaters are urged to consult their navigation charts to be absolutely sure of their landmarks when approaching the locks and dams.

3. Small boat warning signs and pillar buoys will be replaced prior to the start of the recreation boating season next year.

4. For year-round marking of Corps navigation dams, mid river warning signs are in place upstream of the following dam sites:
Lock 2, Allegheny River, Mile 6.7
C.W. Bill Young L/D (Lock 3), Allegheny River, Mile 14.5

Underwater Pipeline Crossing Inspections,
Ohio River from Monaca, PA to Neville Island, PA
1. TO ALL WHOM IT MAY CONCERN: Notice is given that Crofton Diving Corporation will be doing underwater dive inspection of pipeline crossings at various locations on the Ohio River. They will be starting at Monaca, Pennsylvania working upstream to Neville Island, Pennsylvania. Work is scheduled from October 5 through October 15, weather and river conditions permitting.

2. Crofton Diving Corporation will have diving flags out and will monitor Marine Channel 13.

Winter Season Lock Closings and
Schedule of Lock Operation for Monongahela River
1. TO ALL WHOM IT MAY CONCERN: Notice is given for seasonal lock closings and schedule of lock operation for the Monongahela River, as follows:
a. Braddock L/D, Lock 3, Lock 4, Maxwell L/D, Grays Landing L/D and Point Marion L/D, Monongahela River will continue to operate 24 hours daily.
b. Morgantown L/D, Hildebrand L/D and Opekiska L/D, Monongahela River will be closed for the winter season, except for commercial appointment lockages, beginning October 29, 2011 through April 30. 2012.

2. Commercial operators desiring appointment lockages during non-operating hours at Morgantown, Hildebrand and Opekiska must make arrangements at least 24 hours in advance by calling Point Marion L/D (724-725-5289 or 724-725-1283) between the hours of 7:30 A.M. and 3:00 P.M.

3. Because of limited staffing, no lockages will be made between 11:00 P.M. and 6:30 A.M. at Opekiska L/D, Hildebrand L/D, or Morgantown L/D. No appointments will be accepted for lockages that would occur during this 7-1/2 hour period.

4. As always, for this appointment procedure to operate smoothly, communications between the vessels and the locks must be continuous. In this way, neither vessels nor lock operators should experience any extended waiting times when unexpected conditions cause a vessel to vary from its scheduled appointment. Captains or pilots on the vessel should also communicate immediately with the lock personnel at Point Marion L/D when fog or other river conditions will delay their arrival.
In an emergency, if contact can not be made directly with Point Marion L/D the message can be sent through Grays Landing L/D (724-583-8304) or Maxwell L/D (724-785-5027).

5. This notice will be updated, as required.

Navigation Notice No. 11-34
Seasonal Lock Closings and
Schedule of Operations for Allegheny River Locks
1. TO ALL WHOM IT MAY CONCERN: Notice is given for the following seasonal lock closings and changes to lock operating schedules for the Allegheny River.
a. Locks 2, C.W. Bill Young (formerly Lock 3), and Lock 4, Allegheny River will be changing their operations from their current 24/7 schedule to an 8:00 A.M. till 12:00 Midnight schedule, beginning sometime between October 23, 2011 and November 30, 2011. This Navigation Notice will be updated when dates are firmly established.
b. Lock 5, Allegheny River will be open daily from 8:00 A.M. till 12:00 Midnight through December 2, 2011. Beginning on December 3, 2011 thru May 5 2012 Lock 5 will be open Monday thru Friday from 8:00 A.M. to 4:00 P.M.
c. Locks 6 and 7 Allegheny River will be closed for the season, except for commercial appointment lockages, beginning October 1, 2011 thru May 5, 2012. Weekend and Holiday hours will be re-established in the Spring of 2012.
d. Locks 8 and 9 Allegheny River will be closed indefinitely, except for commercial appointment lockages, effective 1 October, 2011. Navigators should note that Locks 8 and 9 Allegheny River are currently not scheduled to reopen to recreation traffic in the spring of 2012.

2. Commercial operators desiring appointment lockages at any of the closed locks must make arrangements at least 24 hours in advance by calling one of the following offices between the hours of 8:00 A.M. to 4:00 P.M., Monday through Friday:
Locks 5,6,7,8, and 9, Allegheny River at (724) 295-3775,
Locks 2, CW Bill Young, and 4, Allegheny River at(412-661-2217)or Locks and Dams Area Office at (412) 395-7650.

3. Due to limited lock staffing levels, no appointment commercial lockages will be accepted between 12:00 Midnight and 8:00 A.M.

4. Commercial operators who require double lockages through Locks 2 and CW Bill Young will be required to provide, at least a 24 hours advance notice of their arrival, so that adequate lock staffing can be scheduled.

Navigation Notice No. 11-33
Repair and Installation of Cells
Ohio River, Mile 46.8
1. TO ALL WHOM IT MAY CONCERN: Notice is given that River Salvage Company will be making repairs to six (6) mooring cells at the Ergon Plant on the Ohio River, Mile 46.8, left descending bank, near Wellsville, Ohio.

2. Work is scheduled to begin on October 10 and should be completed by December 31, 2011. The contractor plans to work seven (7) days per week only during daylight hours.

3. River Salvage will have a tow boat, derrick boat, and equipment barge on site during the repair and construct work.

4. There will be no restriction to the navigation channel, but navigators should use caution in the area. Any questions can be directed to River Salvage Company’s main office at 412-264-0345.

Montgomery L/D, Ohio River, Mile 31.7
24-Hour Closure of 110’ x 600’ Lock Chamber
1. TO ALL WHOM IT MAY CONCERN: Notice is given that the U.S. Army Corps of Engineers will close the 110’ x 600’ lock chamber at Montgomery L/D, Ohio River, Mile 31.7 to make repairs to the upstream gate operating machinery. The lock chamber will be closed from 8:00 AM, October 25 till 8:00 AM, 26 October.

2. The large 110’ x 600’ lock chamber will be closed during the 24-hour work period. The small 56’ X 360’ lock chamber will be open. Tow haulage winches will not be available, but a double lockage will be accepted if “industry self-help” is available.

3. Navigators should use caution while entering or leaving the land lock chamber.

Replacement of Overhead Shield Wire
Monongahela River, Mile 12.2
1. To All Whom It May Concern: Notice is given that Sargent Electric for Duquesne Light Company will be replacing an overhead shield wire crossing over the Monongahela River, approximate Mile 11.2, adjacent to USX Edgar Thompson Works in Braddock, Allegheny County, Pennsylvania.

2. The work will be performed 7:00 a.m. to 5:00 p.m., on Saturday, October 1 and Sunday, October 2, 2011.

3. All equipment will be on land. During the work activity, two (2) emergency employees will be stationed both upstream and downstream to spot oncoming traffic. Work will cease until all clear is given.

Maxwell L/D, Monongahela River, Mile 61.2
Intermittent Lock Closures for Emergency Repairs
1. TO ALL WHOM IT MAY CONCERN: Notice is given that the U.S. Army Corps of Engineers will close the lock chambers at Maxwell L/D, Monongahela River, Mile 61.2 to make emergency repair to hydraulic piping.

2. Starting on September 6 through September 9 there will be intermittent closures of the land or river lock chambers. One lock chamber will be available at all times, no major delays are expected.

3. Starting on September 12 thru September 15 both lock chambers will be closed from 8:00 AM till 8:00 PM. No traffic will be locked through Maxwell Locks during this 12 hour period.

Installation of Pipeline Crossing
Monongahela River, Mile 34.6
1. TO WHOM IT MAY CONCERN: Notice is given that Michels Pipeline Construction, a contractor for Dominion Transmission (DTI) will install the Appalachian Gateway pipeline crossing on the Monongahela River at mile 34.6 near Donora, in Washington County, Pennsylvania.

2. Partial navigation channel closures are expected, but there will not be full navigation channel closures due to pipeline construction. Work will continue until December 12, 2011. Michels will be working 7:00 am – 5:00 pm, 6 days/week. The work was initially proposed to start the week of September 12th and continue intermittently throughout November 11th.  Project delays have occurred due to the weather and administrative items in permitting of the work site which will require extending the work period for 30 days.

3. During this work, the M/V Jesse Z (or other Ohio River Salvage Towboat), a derrick boat, and deck barge will be on site.

4. Navigators, please note the location and duration of this work and use caution in and around the area. During Non-working hours, the floating plant will be moored at the work site clear of the navigation channel and lighted according to regulations.

Demolition of the State Route 88 Bridge
over Ten Mile Creek, main channel, Mile 0.6
1. To All Whom It May Concern: Notice is given that Clearwater Construction will be demolishing the State Route 88 Highway Bridge over Ten Mile Creek, main channel, river mile 0.06, in Millsboro, Pennsylvania.

2. The work is scheduled to begin on Monday September 12, 2011 and the approximate date of completion is September 23, 2011. The contractor plans to work ten hour days Monday through Thursday. Work schedule includes two blast dates. The first blast on Monday September 12, 2011, scheduled for 0900 hrs will be for bridge removal. Approximately one week later the second blast will remove the existing center pier.

3. Clearwater will be placing a crane on the left descending bank and right descending bank for bridge removal. An excavator will also be utilized for the removal of the pier.

4. Mariners should monitor radio frequency channels 13 & 16 while transiting in the vicinity of the construction site.

5. Navigators, Please note, all work will take place in Ten Mile Creek and will not affect navigational traffic on the Monongahela River. Recreational traffic should use caution in and around the area and follow all appropriate signage.

Lock 6, Allegheny River, Mile 36.3
Lock Chamber Closed until September 2
To All Whom It May Concern: Reference Notice to Navigation Interest #11-23. The U.S. Army Corps of Engineers is in the process of installing electric driven hydraulic pumps at Lock 6, Allegheny River, Mile 36.3. During the work period only intermittent lock closures were expected, but due to unforeseen problems with the old hydraulic pipe lines the lock may not be operational until next weekend. Underwater Diving Operation, Follansbee Plant, Ohio River Mile 69.7
To All Whom It May Concern: Notice is given that Sevenson Environmental Services, Inc is working in and around the Koppers Industries’ Follansbee Plant on the left descending bank of the Ohio River, Mile 69.7. Navigation traffic passing this area should be alert to underwater diving operations that will be taking place Monday through Saturday, 8:00 AM to 6:00 PM, from now until sometime into November.

New Cumberland L/D, Ohio River, Mile 54.4
24-Hour Closure of the Large 110' x 1200' Lock Chamber to Repair Miter Gate Operating Machinery
1. To All Whom It May Concern: Notice is given that the U.S. Army Corps of Engineers’ will repair miter gate operating machinery in the 110’ x 1200’ river lock chamber at New Cumberland L/D, Ohio
River. The work is scheduled to begin at 08:00 A.M., August 16, 2011 and should be completed by 08:00 A.M., August 17, 2011.

2. The large 110’ x 1200’ lock chamber will be closed during the 24-hour work period. The small 110’ X 600’ lock chamber will be open. Tow haulage winches will not be available, but a double lockage will be accepted if “industry self-help” is available.

3. This closure is necessary to replace broken parts as soon as possible to prevent more serious damage to the miter gate operating equipment in the future.

4. Navigators should use caution while entering or leaving the land lock chamber.

Grays Landing L/D, Monongahela River, Mile 82.0
11-Day Closure of the Single, 84' x 720' Lock Chamber
1. TO ALL WHOM IT MAY CONCERN: Notice is given that the U.S. Army Corps of Engineers' Repair Fleet will close the single 84’ x 720’ lock chamber at Grays Landing L/D, Monongahela River. The work will include removal of the upstream submerged bulkhead so that it can be repaired. Then the maintenance bulkheads will be placed and the lock chamber dewatered to inspect and repair the lock gates. The repair work is scheduled to begin at 12:01 AM on September 06, 2011 and will be completed by 11:00 PM on September 16, 2011.

2. The single 84’ x 720’ lock chamber will be closed to river traffic during the scheduled work period. No traffic will pass through this lock during the work period.

3. Normal wear and deterioration have made it necessary to schedule this work.

Install Electric Pumps at Lock 6, Allegheny River and Lock 7, Allegheny River
1. To All Whom It May Concern: Notice is given the U.S. Army Corps of Engineers will install electric driven hydraulic pumps at Lock 6, Allegheny River, Mile 36.3 and at Lock 7, Allegheny River, Mile 45.7. The work at Lock 6, Allegheny is scheduled from August 22 thru September 2, 2011 and at Lock 7, Allegheny from September 19 thru September 30, 2011.

2. There may be some intermittent lock closures during the work periods.

3. Install of the electric pumps is being done to replace the existing turbine-driven hydraulic pumps, which are in very poor condition.

12-Hour Closure for Emergency Hydraulic Repair

Army Corps of Engineers will close the lock chambers at Maxwell
L/D, Monongahela River, Mile 61.2 to make emergency repair to
hydraulic piping. The closure will begin at 6:00 AM and should be
completed 06:00 PM on July 28, 2011. No traffic will be locked
through Maxwell Locks during this 12 hour period.

Pennsylvania Turnpike, Mon-Fayette Expressway
Uniontown to Brownsville Section 51H Construction Project
Monongahela River, Left Bank Mile 59.11and Right Bank Mile 59.13
1. To All Whom It May Concern: Notice is given that Walsh Construction, contractor for the Pennsylvania Turnpike Commission will be constructing a four-lane seven-span concrete box girder bridge supported by tow river piers constructed from causeways, over the Monongahela River, Mile 59.11 Left Bank, Washington County and Mile 59.13 Right Bank, Fayette County, Pennsylvania.

2. Navigation clearance during construction will be about 345 feet
.
3. The work will be performed from 7:00 a.m. to 5:00 p.m., Monday through Saturday. Work began March 23, 2009 and will end on or about May 31, 2012.

4. During this work, a 30’ x 120’ open hull barge and the Towboat the Katy I will be used. Equipment will be provided by Consol Energy. An 18-foot Skiff boat will be used as a safety boat.
5. POC at Walsh Construction include: Justin Pourbaugh 724-579-0553 (Safety); Bill Burk 704-719-6121 (Superintendent).

6. During construction hours monitor Marine Channel 13 & 16.

7. During non-working hours the floating plant will be tied-off at the Left or Right Bank near Mile 59.11.

9. It is imperative that all down bound traffic departing Maxwell L/D conduct a security call.

Navigation Notice No. 11-19
Installation of Multi-Port Diffuser
Ohio River, Left Bank, Mile 93.5
1. To All Whom It May Concern: Notice is given that AmherstMadison for Consolidation Coal Company will be installing a submerged multi-port diffuser from the edge of the left bank to approximately 375 feet riverward, located on the Left Bank of the Ohio River, at approximately Mile 93.5, Moundsville, Marshall County, West Virginia.

2. The work will be performed 7:00 a.m. to 5:00 p.m., beginning July 23, 2011 and ending on or about August 30, 2011.

3. Work will be performed from Tow Vessel Lucedale with a mounted crane on a Spud Barge. During non-working hours the equipment will be docked along the left descending bank.

4. Mariners should monitor radio frequency channels 13 & 16 while transiting the in the vicinity of the work site.

Navigation Notice No. 11-18
Demolition of Span 6 &7 of the Charleroi-Monessen Bridge
Monongahela River, Main channel, Mile 41.03
1. To All Whom It May Concern: Notice is given that Joseph B. Fay Company will be demolishing span 6 & 7 of the Charleroi-Monessen Bridge over the Monongahela River, river mile 41.03, in North Charleroi, Pennsylvania.

2. The work is scheduled to begin on Monday July 11, 2011 and the approximate date of completion is July 13, 2011. Spans 6 & 7 will be demolished simultaneously. The navigation span (Span 7) shall be removed from the river channel and opened with 24 hours of the demolition. Span 6 removal shall commence immediately after the complete removal of Span 7. A total of 48 hours will be allowed for the complete removal of structure.
Please note, the contractor will continue to work within the area Monday through Friday and select Saturdays, 6:00 a.m. to 6:00 p.m., beginning July 11, 2011 and ending November 2012. An additional notice pertaining to the reconstruction of the new bridge will be issued at a later date.

3. Tug boats along with a floating crane barge and multiple deck barges will be used during the work activity.

4. Mariners should monitor radio frequency channels 13, 16, and 68 while transiting in the vicinity of the construction site.

Navigation Notice No. 11-17
Bruno Island Bridge Maintenance
Ohio River, Mile 2.2, Main Channel and Back Channel
1. To All Whom It May Concern: Notice is given that Alvarez, Inc. and River Salvage for
Duquesne Light will be conducting maintenance on the walkway on the footbridge of the Bruno Island Bridge, located on the Ohio River, Mile 2.2, Main Channel and Back Channel, Pittsburgh, Allegheny County, Pennsylvania.

2. The work will be performed Monday through Friday, 7:00 a.m. to 5:00 p.m., beginning June 20, 2011 and ending on or about July 15, 2011.

3. A River Salvage Company Towboat, Spud Barge, and Deck Barge will be on site to perform the work. The Towboat on scene will watch for oncoming traffic. If needed, all work will cease until all clear is given.

4. Mariners should monitor radio frequency channels 13 & 16 while transiting in the vicinity of the work site.

Dashields Locks and Dam, Ohio River, Mile 13.3
Dewater 56’ x 360’ Auxiliary Lock and Install Lock, Dam, and Waterway Signs
1. TO ALL WHOM IT MAY CONCERN: Notice is given that the U.S. Army Corps of Engineers' Repair Fleet will close and dewater the small 56’ x 360’ lock chamber to perform repairs to all four gates, gate anchorages, and miter sills. Also, new signage will be installed during this time period on the locks walls, dam abutment, and mooring cells. The repair work is scheduled to begin at 1:00 AM on July 5, 2011 and will be completed by 11:00 PM on August 11, 2011.

2. The 56’ x 360’ river chamber will be closed to navigation during this work period. The 110’ x 600’ land chamber will remain open to all navigation during this work period. Minor delays to navigation are expected.  The mooring cells will not be available while the Repair Fleet is installing new signs on the cells. Check with Dashields Locks to determine the current available of the mooring cells.

Mooring Cell #3 is located at River Mile 14.2 on right bank.

3. General wear and deterioration of the gates, gate anchorages, and miter sills has made it necessary to schedule this work.

Navigation Notice No. 11-15
Installation of Flashboards
Lock & Dam 9, Allegheny River, Mile 62.2
1. TO WHOM IT MAY CONCERN: Allegheny Hydro No. 9, P.E. plan to install the temporary flashboard system, river conditions permitting, on Dam 9, Allegheny River during the week of May 23rd thru 27th, 2011. The flashboard installation will be accomplished between the hours of 6:00 AM and 6:00 PM daily.

2. In association with this work, the upper pool will be temporarily drawn down by the hydropower project approximately to elevation 821.7 to permit installation of steel bars and timber boards across the crest of the dam. This elevation equates to an upper pool gage reading of 8.5 or a water level at 0.5 feet below the crest of the dam. This will result in a total change of approximately 1-foot below the normal pool level.

3. Navigators are cautioned to travel within the limits of the navigation channel during this temporary lowering of the upper pool. In addition marina owners and owners of private docking facilities upstream of the dam may be temporarily affected by this work and the associated pool draw down.

4. The temporary flashboard system is being installed to augment the upper pool elevation to obtain pre-hydro project conditions for environmental and recreation purposes. The temporary flashboard system will consist of 2"x15" oak timbers secured to the crest of the dam using steel bars and U-bolts. The flashboard system will be installed and maintained by Allegheny Hydro No. 9, P.E. until October 2011.

Weirton-Mahans Lane-Tidd 138 kV Aerial Power Transmission Line Replacement Crossing Of Ohio River, Mile 70
1. To All Whom It May Concern: Notice is given that Monongahela Power Company dba Allegheny Power will be replacing a 138kV aerial power transmission line across the Ohio River at approximately Mile 70.0, near Follansbee, Brooke County, West Virginia and Mingo Junction, Jefferson County, Ohio.

2. The work will be performed on Tuesday, May 17th, from 7:00 a.m. to 8:00 p.m.

3. All work will occur from the banks on the West Virginia and Ohio sides of the River.

Navigation Notice No. 11-13
Braddock Locks and Dam, Monongahela River, Mile 11.3
Replace Middle Wall Emptying Valve, Renovate Operating Machinery, and Install Intake Screens
1. TO ALL WHOM IT MAY CONCERN: Notice is given that the U.S. Army Corps of Engineers will close the River and Land lock chambers, as indicated below, at Braddock L/D, Monongahela River, Mile 11.3 to replace the middle wall emptying valve, renovate operating machinery, and install intake screens in the upstream guide and middle walls. Work is scheduled to begin at 8:00 AM on
June 6, 2011 and will end at 4:00 PM on June 24, 2011.

2 The auxiliary 56’ X360 lock chamber will be closed to river traffic during the entire work period. The main 110’ x 720’ chamber will be closed to river traffic daily, Monday thru Friday, from 8:00 AM to 4:00 PM during to install intake screens.

Removal of Pier 5, Allegheny River Bridge, Back Channel Allegheny River, Right Bank, Mile 14.0
1. To All Whom It May Concern: Notice is given that Joseph B. Fay Co. will be removing
Pier 5 from the former Pennsylvania Turnpike Commission Allegheny River Bridge, located in the back channel of the Allegheny River, Right Bank, approximate Mile 14.0, near Harmarville, Allegheny County, Pennsylvania.

2. The work will be performed Monday through Friday, 7:00 a.m. to 5:00 p.m., beginning
May 9, 2011 and ending on or about June 30, 2011.

3. A floating crane barge, multiple deck barges and a tug boat on scene will keep an eye for any
oncoming traffic. If needed, all work will cease until all clear is given.

4. Mariners should monitor radio frequency channels 13, 16 & 68 while transiting in the vicinity
of the construction site.

5-Day Closure of the River Lock Chamber
1. TO ALL WHOM IT MAY CONCERN: Notice is given that the U.S. Army Corps of Engineers will close the river lock chamber at Maxwell L/D, Monongahela River, Mile 61.2 to inspects the emergency bulkheads. Work is scheduled to begin at 8:00 AM, May 2 and will end at 04:00 PM, May 6, 2011.

2. The 84’ x 720’ river chamber will be closed to all navigation during this work period. The 84’ x 720’ land chamber will remain open, only minor delays to navigation are expected.

3. Navigators are requested to use caution while entering or leaving the lock chamber.

DAM WARNING BUOYS
Allegheny, Monongahela, and Ohio Rivers

1. TO ALL WHOM IT MAY CONCERN: Notice is given that the “KEEP OUT – DAM” buoys will be placed above and below the navigation dams on the Allegheny, Monongahela, and Ohio Rivers in the Pittsburgh District. This will occur no later than the week prior to Memorial Day (May 23, 2011) with the concurrence of Water Management that conditions are conducive to maintaining buoy placement or when the following river conditions are met:

Allegheny River
All Locks – 11.0 (or less) on the upper gage reading.

Monongahela River:
Braddock – 12 feet (or less) of gate opening.
Lock 2 – 11.0 (or less) on the upper gage reading.
Lock 4 – 4 feet (or less) of gate opening.
Maxwell – 4 feet (or less) of gate opening.
Grays Landing – 11.0 (or less) on the upper gage reading.
Point Marion – 4 feet (or less) of gate opening.
Morgantown – 4 feet (or less) of gate opening.
Hildebrand – 4 feet (or less) of gate opening.
Opekiska – 4 feet (or less) of gate opening.

Ohio River:
Emsworth – 25 feet (or less) of gate opening.
Dashields – 14.0 (or less) on the upper gage reading.
Montgomery – 20 feet (or less) of gate opening.
New Cumberland – 29 feet (or less) of gate opening.
Pike Island – 26 feet (or less) of gate opening.
Hannibal – 26 feet (or less) of gate opening.

2. The river area between the dam and the warning buoys/signs is considered a “RESTRICTED AREA” and no vessels or floating craft shall enter restricted areas at any time. Violators may be cited and fined by state and federal officials.

3. Recreational boaters are cautioned that these buoys and signs are for their own protection. Boaters should always approach the locks, especially when proceeding downstream, with extreme care. Since the buoys may move off station during high flow conditions, boaters are urged to consult the Navigation Charts to be absolutely sure of their landmarks when approaching the locks and dams. Remember, all vessels are encouraged to carry Navigation Charts on board and post a proper lookout while underway on the rivers.

Status of Pittsburgh District Locks and Dams During Possible Government-Wide Shutdown

In the event of a government-wide shutdown, Locks and Dams in the Pittsburgh District will maintain regular operational hours with reduced staffing.  Some delays are possible and future operations are subject to change.

C. W. Bill Young L/D, Allegheny River, Mile 14.5

26-Day Closure of the Single, 56' x 360' Lock Chamber
Dewater Lock Chamber to Repair/Inspect Miter Sills and Miscellaneous Machinery Repairs

1. TO ALL WHOM IT MAY CONCERN: Notice is given that the U.S. Army Corps of Engineers' Repair Fleet close and dewater the single 56’ x 360’ lock chamber at C. W. Bill Young L/D, Allegheny River, Mile 14.5, to inspect and repair the lock gates, miter sills and other miscellaneous machinery repairs within the chamber. The repair work is scheduled to begin at 12:01 AM on May 2, 2011 and will be completed by 11:00 PM on May 27, 2011.

2. The single 56’ x 360’ lock chamber will be closed to river traffic during the scheduled work period. No traffic will pass through this lock during the work period.

3. Normal wear and deterioration have made it necessary to schedule this work.
